    Looks like some kind of rodent nest, made of chewed-up newspaper. I would guess a mouse.

    Is that fur in the nesting material or down? Difficult to tell in the picture. If it’s a large box appropriate for some of the cavity-nesting ducks, it could be what’s left after one of those fledged last year. Wood Ducks leave behind the egg membranes, however. Hooded Merganser hen and ducklings will chew up the eggshells, leaving bits behind in the nesting material. Have never had a Bufflehead nest in our boxes, so I can’t speak to what’s left after they’ve gone.
