Nest Identification Question

Is this a crow's nest or an owl's nest or other? It's about 15 feet up, near the top of a carrot wood tree, Ventura County California. We'd like to ID it before having the tree thinned out for homeowner reasons.

I would have to get a better view to identify it. From below it looks like a crow or dove nest.

  2. This may actually not be a nest at all. It is likely a “witches’ broom” growing on the tree. Only magpies have been known to nest in them.
