Two photos of the same nest 15 feet up in a carrotwood tree. No noticeable bird activity.

I would have to get a better view to identify it. From below it looks like a crow or dove nest.
This may actually not be a nest at all. It is likely a “witches’ broom” growing on the tree. Only magpies have been known to nest in them.
