Young song sparrow fledgling that is tufted up a bit.
This appears to be a baby House Sparrow, based on the thick curved bill.

Actually this is I don’t think this is a Song or House Sparrow, It is a House Finch.
House Finch fledgling
Note the steaks on the belly. House Sparrow’s bellies are plain, not streaked.
