Hi Judy, you may have eggs and not know it. Chickadees like to cover their eggs with nest material when they leave the box, so the eggs could be hidden in there. In any case, you should wait several weeks before considering the nest abandoned (especially this early in the year with changeable weather). Also, even if it is abandoned, there is no need to remove it in a timely fashion. Chickadee nests often make a good nest “start” for other species, including Tree Swallows and Eastern Bluebirds.
This is definitely looking like a chickadee nest to me. It should have some animal hair in it soon.
